Nowhere on the batteries or packaging it is written that they are made by Panasonic. However, I tested the batteries in my OPUS BT-C3100 charger and the charger determined the capacities of 3300mAh +-1% for all 4 batteries, which is pretty good and not much off the large claimed capacity. From the test then they look like Panasonic simply because there are no other batteries with a comparable capacity now (June '19) in the market.

Good long lasting 18650 batteries. I bought these to use them in a portable Pandora’s box and they lasted 4 hours after fully charged. Similar batteries purchased from Batteries Plus lasted 3 hours. These are genuinely over 3000mah. Highly recommended if you are looking for long lasting quality batteries

These batteries have gained a strong reputation on the net as being a cut above many of the lithium ion 18650 batteries available. I use quite a number of them in various flashlights and other devices. The first thing I noticed was that they supplied more output to flashlights than the Chineese batteries I had been using before, even some new onesThey have Panasonic batteries and Santo controllers inside which is as good as it gets today where reliability and efficiency are concerned.
