Tough stuff
If you really need tough Velcro, this is the product you want. It sticks anything the Velcro itself is very strong. Was perfect for the job that I used it for.

Using this yearly on outdoor cushions
I have to apply this once a year, it holds up about 80% of the time for a season but has to be reapplied once a year.

Heavy Duty Sticky Velcro
This is stout stuff with strong glue. I don't know how long it holds, but I suspect it'll be there a long time, particularly indoors.The base is pretty thick, as well. If you need to stitch your Velcro onto anything, buy another version.
